Torrington arrests for Dec. 15, 2017 – The Register Citizen

UNLAWFUL RESTRAINT: Michael C. Halloran, 22, of 144 Williams Ave., Winsted, was arrested Dec. 13 and charged with breach of peace and second-degree unlawful restraint. He was released on a $1,000 bond and scheduled to appear in court Dec. 14.
DISORDERLY CONDUCT: Haley A. Hennessey, 24, of 102 Brookside Ave., Torrington, was arrested Dec. 13 and charged with disorderly conduct. She was released on a $500 non-surety bond and scheduled to appear in Superior Court in Torrington Dec. 14.
DISORDERLY CONDUCT: Cody Starr, of 27 Harwinton Ave., Torrington, was arrested Dec. 13 and charged with violation of criminal protective order and disorderly conduct. He was released on a $1,000 non-surety bond and scheduled to appear in Superior Court in Torrington Dec. 14.
RISK OF INJURY TO CHILD: Walter P. Duchitanga Lojanao, 34, of 103 East Albert St., Torrington, was arrested Dec. 13 and charged with breach of peace, third-degree assault, and risk of injury to child. He was held in lieu of $1,000 surety bond and scheduled to appear in Superior Court in Torrington.
DUI: Thomas H. Lukens, 65, of 180 Frederick St., Torrington, was arrested Dec. 12 and charged with illegally operating a motor vehicle under the influence of alcohol/drugs and reckless driving. He was released on a $1,000 surety bond and scheduled to appear in Superior Court in Torrington Jan. 2.
DUI: Lynne A. Lucas, 59, of 48 Lorenzo St., Torrington, was arrested Dec. 11 and charged with illegally operating a motor vehicle under the influence of alcohol/drugs. She was released on a $1,500 non-surety bond and scheduled to appear in Superior Court in Torrington Jan. 2.
LARCENY: Davis E. Armstrong Jr., 23, of 332 South Main St., Torrington, was arrested on warrants stemming from Oct. 9 and Nov. 12. On the former, he was charged with sixth-degree larceny. On the latter, he was charged with violation of a protective order. He was held on $3,500 combined bond and scheduled to appear in Superior Court in Torrington Dec. 11.
VIOLATION OF PROTECTIVE ORDER: Javier Robles, 47, of 69 Lisle St., Torrington, was arrested Dec. 14 and charged with breach of peace, criminal mischief, and violation of a protective order – threatening/harassment/assault. He was given $500 bond and scheduled to appear in court Dec. 15.
