Torrington arrests for Feb. 7, 2017

The Torrington Police Department reported the following arrests:
RISK OF INJURY TO A CHILD: Jessica L. Hopkins, 22, of 355 Funston Avenue, Torrington, was arrested Feb. 4 and charged with risk of injury to a child. She was released on $1,000 bond and scheduled to appear in court Feb. 6.
BREACH OF PEACE: Eldred R. Schrager, 61, of 115 Roosevelt Avenue, Torrington, was arrested Feb. 5 and charged with second-degree breach of peace. He was released on $2,500 non-surety bond and scheduled to appear in Bantam Superior Court on Feb. 6.
LARCENY: Isaac Echevarria, 47, of 169-7 Stonefield Drive, Apartment 7, Waterbury, was arrested Feb. 6 and charged with sixth-degree larceny. He was released on $500 non-surety bond and scheduled to appear in Bantam Superior Court on Feb. 17.
CRIMINAL IMPERSONATION: Sebastian Bloom, 31, of 260 East Main St., Torrington, was arrested on a warrant stemming from Jan. 20 and charged with second-degree breach of peace, criminal impersonation, and interfering with an officer/resisting arrest. He was held on $2,500 surety bond and scheduled to appear in Bantam Superior Court Feb. 7.
LARCENY: Jason Snihatsch, 22, of 2131 Winsted Road, Torrington, was arrested Jan. 11 and charged with sixth-degree larceny. He was released on $1,000 court-set surety bond and scheduled to appear in Bantam Superior Court on Feb. 14.
OPERATION OF DRUG FACTORY: James M. Frasca, 38, of 59 North Lakeshore Drive, Brookfield, was arrested Sept. 15, 2016 and charged with risk of injury to child, operation of a drug factory, possession of hallucinogen — ketamine, and use of drug paraphernalia except less than a half-ounce of marijuana. He was held on $25,000 surety bond in connection with this arrest, as described, and $125,000 total surety bond, which includes two arrest warrants for violation of probation. He is scheduled to appear in Bantam Superior Court Feb. 24.
FAILURE TO APPEAR: Paul H. Rice, 50, of 180 Funston Avenue, Apt. 3, Torrington, was arrested Feb. 7 and charged with second-degree failure to appear. He was held on $10,000 court set bond and scheduled to appear in court on Feb. 8.
OPERATION OF DRUG FACTORY: Wendy Y. Portillo, 37, of 15 Judith Lane, Waterbury, was arrested Sept. 15, 2016 and charged with operation of drug factory and risk of injury to child. She was released on $2,500 non-surety bond and scheduled to appear in Bantam Superior Court on Feb. 21.
