The Torrington Police Department reported the following arrests:

ASSAULT: Elihu N. Ford-Bey, 59, of 72 Wolcott Avenue, Apartment 2, Torrington, was arrested Oct. 21 and charged with second-degree breach of peace and third-degree assault. He was released on $1,000 non-surety bond and scheduled to appear in court on Oct. 24.

BREACH OF PEACE: Miguel A. Rodriguez, 22, of 32 Girard Street, Apartment 1, Hartford, was arrested Oct. 22 and charged with second-degree breach of peace. His bond was set at $1,000 and he was scheduled to appear in Bantam Superior Court on Oct. 31.

LARCENY: William P. Marsh, 19, of 14 East Pearl Street, Apartment 3, Torrington, was arrested Oct. 22 and charged with sixth-degree larceny. He was released on $500 non-surety bond and scheduled to appear in Bantam Superior Court on Oct. 31.

FAILURE TO APPEAR: John L. Singley, 31, no certain address, Torrington, was arrested Oct. 23 and charged with third-degree criminal trespassing, creating a public disturbance, and four counts of second-degree failure to appear. He was held on $11,000 combined bond and scheduled to appear in Bantam Superior Court on Oct. 24.

POSSESSION: Robert Pelkey, 30, of 111 High Street, Torrington, was arrested Oct. 15 and charged with possession of narcotics — heroin and use of drug paraphernalia except less than a half-ounce of marijuana. He was released on a promise to appear and scheduled to appear in Bantam Superior Court on Oct. 24.

FAILURE TO APPEAR: Dylan J. Lapenna, 27, of no certain address, was arrested Oct. 24 and charged with second-degree failure to appear. His bond was set at $150 and he was scheduled to appear in court Nov. 2.

LARCENY: Amanda L. Richnavsky, 31, of 538 Prospect Street, second-floor apartment, Torrington, was arrested on two warrants stemming from March 14 and Feb. 16 and charged with credit card theft, $500 on revoked credit card, and sixth-degree larceny. She was held on $1,500 combined court-set bond and scheduled to appear in court Oct. 25.
